The objective of this course is to provide participants with the ability to understand the significant requirements and advantages of controlling instruments with regards to health insurance for an institution. Participants will learn to interpret results of controlling for their respective institution and to benefit from them by means of modification processes. The participants get an overview of the accounting and controlling mechanisms of hospital as a service provider via application of the diagnosis-related groups (DRG) accountancy method.

The course will enable the students to:
- Describe the process of budgeting at the national level and models of fund transfer and control.
- Categorise the principle tools and theories used in financial management and planning.
- Critically discuss the need for internal and external controls and design systems to prevent financial fraud and abuse at the institutional level.
- Recognise the pros and cons of Diagnostic-related groups (DRGs) case-based financing structures and their impact on stakeholders within health systems.
- Teaching and Assessment

This course will take place at the Heidelberg Institute of Global Health.
The course material will be covered in a mixture of lectures, seminars and group activities. Lectures will be held by both faculty of the Heidelberg Institute of Global Health and experts from AOK International Consulting. In addition, we are planning a visit to a relevant public health institution.
Assessment: In order to receive a certificate, participants take a short test at the end of the course and participate in a group activity.

Mr. Stefan Brenzinger BA is a social security expert and has a BA in Business Administration. He has been employed by the AOK Baden-Württemberg for 20 years. His expertise lies in controlling (management, coordination and corporate management). As part of a team at AOK-Consult, Mr. Brenzinger supported the implementation of the IR-DRG system in Abu Dhabi. His main tasks were to teach the IR theory and to define the controlling key figures for the IR-DRG system.
